Education and gender-equity specialist with three decades in girls' education, tribal communities and inclusive education policy.
Kiran Dogra is the president of Institute for Research in Education and Social Transformation (IREST). She is an education and gender-equity specialist with over three decades of experience in school education, particularly in the areas of girls’ education, tribal communities, and inclusive educational policy in India. She has served as a Senior Consultant/Advisor in the Department of School Education and Literacy, Ministry of Education (MoE), Government of India.
Over the course of her engagement with Government of India initiatives such as Lok Jumbish, Sarva Shiksha Abhiyan, and Samagra Shiksha, she has contributed extensively to educational access, gender inclusion, and community-based educational development for marginalized communities. Her work includes policy implementation, programme evaluation, state planning, and interventions focused on girls’ education and out-of-school children.
Kiran has also participated in specialised national and international training programmes in educational planning, school mapping, and gender-responsive educational development. These include programmes conducted by the International Institute for Educational Planning, (IIEP) Paris, Operations seminars by BRAC, Bangladesh, and the Lal Bahadur Shastri National Academy of Administration (LBSNAA).
She holds a master’s degree in Political Science and an Honours degree in History. Her contributions to education have been recognised through multiple awards from the Government of Rajasthan for her work towards universal elementary education and educational development among the Sahariya tribal community in Baran district.
