Dr. V. Sekar is one of the founders of IREST, based in Chennai, Tamil Nadu. He is an experienced educator, academic administrator, and ICT specialist with over two decades of expertise in teaching, educational planning, digital initiatives, and large-scale training programmes. Dr. Sekar has a proven track record in managing state-level projects under RMSA and Samagra Shiksha, including preparing Annual Work Plans and Budgets for the Ministry of Education (MoE), Government of India. He is leading ICT, innovation, and remedial teaching initiatives, and coordinating assessments such as National Achievement Survey (NAS). Since 2018, he has been serving as State Coordinator at the State Project Directorate of Samagra Shiksha, Tamil Nadu.
From 1991 to 2010, Dr. Sekar held various academic positions including Senior Lecturer, Head of the Department (Computer Engineering), and Vice Principal in polytechnic, and engineering institutions. While teaching Physics, Computer Science, and Engineering subjects, he has contributed to curriculum design, lab development, ISO certification, and e-governance initiatives. His technical expertise spans ICT tools, smart classroom technologies, PFMS, educational portals, multimedia content creation, and basic computer programming. His contributions include developing student helpline projects, career guidance programmes with UNICEF and ICT implementation across Tamil Nadu. Dr. Sekar has undergone professional training from institutions such as NIEPA, NCERT, and organizations like Microsoft, Intel, and Apple in ICT and educational planning. Simultaneously, he has organised over 100 training programmes across the state of Tamil Nadu
Academically, he holds a Ph.D. in Physics (Biometrics) from the University of Madras, along with M.C.A., M.Ed., M.Phil., M.Sc., B.Ed., and other qualifications, all with strong academic performance. He is also an accomplished author and researcher with books in Computer Science and multiple publications in reputed journals including IEEE and Elsevier. Dr. Sekar has received prestigious recognitions including the Dr. Radhakrishnan Best Teacher Award and Teacher’s Excellence Award (2025). He is a life member of professional bodies such as ISTE, the Indian Red Cross Society, and the Instrument Society of India.
