Public-policy expert with 15+ years in policy formulation and implementation; core contributor to the National Education Policy 2020.
Dr. Shakeel Ahemed Quereshi is the Vice-President of Institute for Research in Education and Social Transformation (IREST). He has more than 15 years’ experience in public policy formulation and implementation. Dr. Quereshi is one of the youngest Senior Consultant/Advisor in Government of India. He has been working in the Ministry of Education (MoE), Government of India. Dr. Quereshi was the core person in the committee to formulate the National Education Policy (NEP) 2020 and worked closely on the Framework for Action (FFA) and implementation of NEP-2020 in the States/UTs.
Dr. Quereshi worked under the guidance of Secretaries to Government of India, former Secretary of Space and ISRO Chief Dr. K Kasturirangan (Chairman of the NEP-2020 Committee), former Cabinet Secretary of India Shri TSR Subramanian (Chairman for the evolution of NEP-2020) on various esteemed national missions/programmes such as formulation of Vision Document for the Vikshit Bharat @ 2047 (Vision India@2047), Chief Secretaries Conference chaired by Hon’ble Prime Minister, Visitor Conference chaired by Hon’ble President of India, Azaadi Ka Amrit Mahotsav (India@75), Sectoral Group of Secretaries Meeting (SGoS-4) on Social Sector, Group of Minister's (GoM) Meeting being chaired by the Hon'ble PM and coordinated with the 10 Member Ministries and Department of Government of India, Vibrant Village Programme for the Border Areas and PM Awards for the Excellence in Innovations to IAS Officers.
He has also worked on the monitoring and evaluation of various Central Sector Schemes such as National Mission on Teachers and Teaching and Centrally Sponsored Schemes such as National Higher Education Mission (RUSA) currently renamed as PM-USHA, Samagra Siksha, PM SHRI, CSSS, J&K Scholarship Schemes and Ek Bharat Shrestha Bharat. Being a team leader, he has led the team of consultants for the formulation of project design and Expenditure Finance Committee (EFC/SFC) Report/ Proposals for the various Central Sector and Centrally Sponsored Schemes of the Department of Higher Education for the approval of the Ministry of Finance and Department of Expenditure. He has also developed an online monitoring framework for the Higher Education Bureau for optimum utilisation of the resources which is highly recognized by the Department of Higher Education for achieving the maximum expenditure in the record time.
Prior to the above assignments, Dr. Quereshi has worked with various Union Ministers of the Government of India and United Nations (UN) Headquarter, New York where he was awarded International Youth Fellowship. He was nominated to interact with the USA President Barack Obama during the Town Hall Meeting and later he has been selected by the New York University (NYU Stern) USA for the International Leadership Course for which he has been honoured and awarded a Scholarship by the Hon’ble Chief Minister of Rajasthan. Dr. Quereshi has represented India in many national and international events namely the 11th Conference of Youth (COY11) in Paris, Brazil International Leadership Programme in Sao Paulo, Youth Conference in Thailand and Indo-Russia Dialogue Meet. He is the topper of “United Nations RIO+20 Exam among 40 countries. He is a proud Alumni of St. Xavier’s College, Mumbai and New York University (NYU Stern), USA.
